I also went to a presentation by LCI three days ago....and just for clarification my presenter Ray said it was Florida House Bill 453.....not US HB 453. That's probably why you could not find it when you looked it up. Not sure about the company LCI yet, since I have not officially used them, but the presenter Ray was very nice and helpful.
